Noted on the back of the print, "13[B?]47." In 1948, the Columbia River experienced heavy flooding. Although the most well-known effects of this natural disaster occurred at Vanport, Oregon, the flood waters also rose in Richland and the Tri-Cities, leading to the construction of earthen dikes--such as the one along George Washington Way in Richland.
